Arrow 65 front wheel cylinder

WOW! Lots of info on this site. I purchased two repair kits for the front wheel cylinders of my 65. Along with the cups and boots, one pkg has two o-rings in it and the other does not. The pkg with the o-rings has a shorter spring than the other. Both of my cylinders have a plate in the center where the spring sets to push against one of the cups. There is a hole in this plate that lets fluid go to both sides of the cylinder. I've never seen this before and my repair manual says nothing about this. The parts that I took out have the shorter spring but there were no o-rings. Does that plate in the center of the cylinder come out so that I can hone the cylinder? If so, how?
