Unless they were relatively new bolts you really should replace them they usually corrode pretty badly mostly because they heat up and cool down so much, you may get them back on now but getting them off later may prove to be an adventure. Take a look at the thickness of the flange on the manifold where the bolt holes are. It should be obvious by looking at them where the longer and shorter bolts go. The depth of the holes on the head should be uniform its the thickness of the manifold that is different at different bolt locations.
