The first digit is the last digit of the model year (7=1967)
The second digit is the factory it was assembled at, there is no "1", I'm guessing you meant "T" (T=Metuchen, NJ, F=Dearborn, MI, R=San Jose, CA)
The next two digits are the body code (01=coupe,02=fastback,03=convertible)
The 5th digit is the engine code (U=200,C=289 2v,A=289 4v,K=289 4v high performance,S=390 4v)
The last 6 digits are the consecutive unit number. It doesn't start at 0xxxxxx, rather at 1xxxxxx. What this means is your car was the 198554 car built at the Metuchen plant for the 67 model year.

14V is the planned manufacture date of August 14th. This isn't always the exact date but the car was built around this time. Your car would have in fact been one of the last 67's built as the 68 model year started in September. This also coincides with your consecutive unit number being so high at 289554.
13 is the District Sales Office (DSO) that the car was ordered from. 13 is New York.
0 is the axle. You'd have to look at this again as there is no 0 in 67. Could be C (3.20) or D (3.25)? Both of these were locking.
W is the transmission. Which is the C4 automatic.
Your car IS a 1967 with that info. The question is where did you get the VIN from? If you only went by the door tag then it could be wrong if the door had been changed in the past and the original tag not moved over. The VIN wasn't placed on the dash visible through the windshield until the 1968s. The only other place to find the VIN would be on the tops of the inner fenders visible with the hood open. There should be a cut out on the drivers fender with the VIN stamped there.
The other possibility is the car is in fact a 1967 but they swapped the fenders and quaters with 1968s. There are a few other differences between 67s and 68s. The rearview mirror is attached to the roof on 67 and the windshield on 68. The 67 has a round hub for the steering wheel. The gauge placement changed between them in the guage cluster. 67 has the gas gauge by itself while 68 has the oil pressure by itself. The wiring for the front side markers didn't exist in 67 harnesses. The 68s interior door handles flip down and the seat upulstry has a different pattern. Some of this could have been changed in the cars past though.
