Default 1965 mustang with 5.0 does not rev past 3500rpm

my dad gave me a 65 mustang with a 1990 5.0 and have been trying to get it going. the car runs but it won't rev past 3500rpm. when i drive the car it runs good but when i put it in neutral and rev it a little bit it won't pass 3500. i'm new to this so i really don't know what could be the problem besides maybe the timing. i'm about to put in an MSD distributor with the 6al box. i was wondering if i should do that first or try and figure out why it doesn't go past 3500.

but it revs past 3500 when in drive?

Are you running the EFI? Or a carb?

That's odd, that it'll run past 3500 with a load against it, but won't, without a load...
If you put it in gear and floor it, what'll it run up to?

i haven't checked it yet because it drove with no problem. i came home and reved it for my buddy and it didn't pass 3500. so one of my buddies said we should check the ecu computer. it turns out that the one in there was for an automatic. when i would start my car it would idle at like 5000rpm and then drop back down. we put in the A9L computer and the car started like brand new. so i don't know if maybe that has something to do with it.
