Default 70 mustang A/C Vacuum Questions

I am doing some work on a 70 mustang with a/c. The vacuum system is giving me fits. I have the shop manual and have tested the parts everything bench tests fine. the major problem I am having is adjusting the vacuum motor for the defrost/panel. The vacuum schematic shows that it should be closed to the panel with no vacuum and send ing air flow to the panel with vacuum. There is no way that i can see that would make it work like that. the door would send air to the defrost ducts with vacuum applied and would send it to the panel with no vacuum. Is the shop manual wrong? Or am i mssing something. please help me out this is driving me nuts.

Use your judgement as to how it works. Its clear how the vaccuum motor works to pull a flapper. I would assume the shop manual has it backwards...wouldn't be the first time...
