Default Manual steering question

I have a '68 with manual steering. The thing steers like a tank, I've never seen a car so hard to turn, even allowing for the manual. I can't find anything wrong in the linkage or suspension (nothing bent, stiff, or worn). Is hard manual steering normal for these cars?

The tires are 235/60R14. I'll have to check tomorrow (when there's better light) for the steering box tag.

OK, so what would be a more suitable tire size? I don't know what the original size was supposed to be.
