IMO I would not spent a cent yet. Have you taken your car to the track? You didn't mention that. If not, I would suggest getting a baseline et. the way your car is now (after making enough runs to get consistent) then work from there. Unfortunately you have a heavy GT with the AOD and the miles are getting high. Take it to the track see what it will do. It might not be as fast as you think. If you have never drag raced (as I too am a novice ) it takes practice and skill to get consistent. Just to give you an example GT50 Frank (who is my brother) has a 88 GT but has a 5 speed probably the same miles as your car or more. With slicks an the very few mods he's done in his sig. he got a 14.4 on a consistent basis. He could have launched harder but didn't want things to break. Also as I am told driving with slicks takes getting used to also. If you use em you will/might experience bogging. I'm not sure how much slower an AOD car is. He does all the work himself as he is a mechanic and it sill cost him (with the mods he's done) probably $2000+ (thats CDN dollars) with his slick purchase.
How much of a tight budget have you got? Do not get the heads yet. Although they are the best engine improvement on the 302. Work on getting traction and learn how to drive your car ie. launch, shifting etc.. Also you must keep im mind the car might break. Your AOD for example, could give up at any time and could blow your budget . Don't set your goals too high with your e.t just yet, as you will probably be dissapointed with your car -because it's a combination of the car with traction and practice that gets you consistent et's. Be prepared to spend cash as others have said to get faster. Good Luck

I'm in the thirteens without heads. Stock gears and minimal mods. I think the GT is a little heavier than mine but you should be able to get to the 13's when you get the gears in
