Those are the numbers I'm looking to go after with my 95 Cobra.

If your going to do it I wouldn't use a stock block it won't live very long.
I'm going to use a sportsman block or a Dart. I'm going to do a 408 stroker with a big shot of Nitrous. I'm hoping that 800Hp will do it for me.

I am not the best source but I would say get your engine taken out and completely redone with everything top of the line, best of the best. Then think about 4.10 gears or so, Short throw, Nos to bring up the Low RPM and a nice sized turbo to carry you there. Of course you are going to have to do suspention and chassi stuff. Lastly I don't think very many people use a 9 second car as thier daily driver. Keep us up to speed though. With the right amount of money you can do anything

you will need 700-750 horsepower to run high 9's at 3200 pounds. so a ford racing R302 or 351 sportsman block will be in order.

A 310 inch, R blocked, Billet crank'd, aluminum rodded, venolia forged piston'd TFS TW headed Novi 2000 blown motor sent a car that I used to work on as fast as 9.09 @ 151. That was making 760 at the wheels.

I used an R302 block, stroked out to 347 inches. 150 horse shot with a C4 and 4.56 gears @3250 pounds. 9.74 @137 on a 10 inch tire. This winter I pulled the heater and motor, windshield wipers and motor, the old wiring harness and only wired what I needed. So far I am down 72 pounds. With the new disc brakes, it will drop another 35 pounds so that should be another tenth. Since the 150 shot was only testing at the end of last year, will be adding another 50 maybe 100 to see how it hooks.

Cost?

Block: 1700.00 + 650.00 for machining.
Stroker kit: 1800.00.
Heads: TEA CNC'd: 2200.00
RR's & Lifters: 500.00
Cam: Solid roller: 450.00
Thermal barrier on the slugs: 350.00
Balance & clearance work: $550.00
Intake: WM Super Victor: 1500.00
Carb: BG 825: 700.00
MSD Dig Prog. 7: 700.00
N2O system: 1000.00
Fuel Pump: 500.00
Fuel filter: 100.00
Fuel lines & fittings: Aeroquip 500.00
Roll Cage: 650.00
C4: 1200.00
Tor. Conv: 700.00
SFI Flex plate & SFI bell housing: 400.00
SFI Super Damper: $300.00
Fire suit/Cahssis certification/license:1000.00

I probably missed a buch so how about another 1500.00 misc.

Ron...and of course the car...

I forgot..JBA headers & exhaust system: 1000.00
Fuel required to keep it out of detonation VP Racing fuels C16: 7.50 per gallon.
Nitrous: 1.40 per pound.
To run in competition I have my own refill station & 8 bottles.
The car uses about 1 gallon per pass and 4 passes on a bottle at the 150 level.
Hope that helps with budgeting.
