I know I have the same feeling with mine... but I gotta get up to 160 kph to 180 kph (100 to 110 MPH) before I actually would consider seeing anything. And even then I'm not really sure.
Haven't heard from a hood flipping over on my model yet, and I know it locks down pretty tight on the closing of the hood, so I'm pretty sure it's not something I need to really worry about. As to performance... Has nothing to do with it really.

Usually the biggest hurdle is the water that might come through and get on the engine. Shouldn't really do much (unless it's HEAPS of water, other then getting the engine dirty. Provided the water doesn't get near the electrical stuff such as sparkplugs which could get soaked. If anything the hoodscoop won't really allow for a functional change, but you could use it to get extra air down to the engine to cool it I suppose. Most I've heard of it, it's mainly a hassle to do (atleast on the 99-04 models), and most forego actually doing it.
I'm not sure how much of this holds true for the S197 models tho.
