There are all kinds of things this could fall under and especially if there are messages telling him basically “sucker” stealing by deception come to mind and like Sam said mail fraud.
The only way to buy online is through some escrow service like paypal, but paypal was bought by ebay and they only really look after protecting their power sellers and it is not what an escrow service should be. Any other time it just buyer beware, unless this is some long time member who is extremely active, even then how much money would it take to get them to disappear?
I once bought a set of black seat belts when I was changing the color of the vert, I paid got buys forgot about it and a server upgrade lost all the advertisements and pm, I thought I was out of luck because I didn't remember who the guy was but a month later I got a pm, he also forgot lost my info and found me in the lounge......so there are some honest people left.
