OK, this one is eerily similar to the illegal alien travesty.
Its illegal to have multiple wives, even for muslims. (Yes, I know, there are also some extreme fringe Mormons playing that game, but this is about muslims). Sure, governments wink at some of their own laws, just like we can't seem to enforce immigration and trade laws in this country.
But when you start passing laws to ENCOURAGE illegal behavior, adding a profit motive, its a bit much:

Simple math. The more illegal wives a muslim has, the more money they can scam from the government.
