Those of us who lived through the 70's as an adult will remember President Nixon. He went from winning one of the largest election landslides in history, as one of the most popular Presidents, to being asked to resign from office by his own party.
One thing he tried to do when his actions and leadership were called into question, was claim that he and his staff were above the normal oversight set forth in the Constitution - that he had an Executive Privilege that prevented any questioning of his people.

Difference then was that the individuals that Congress sought to question - and who they ultimately DID question, and many of whom ended up in jail - were NOT royalty.
They were not czars.
