Its the equivalent of von Klauswitz for economics. Heavy duty reading. Basis for the Austrian School which is so strong among laissez faire capitalists nowadays. One of the original short list of books which is considered required reading for serious Libertarians.
It is a tough read, have a dictionary handy, it is from the age when economics was struggling mightily to be accepted as a "serious" science, and the author's writing style and use of multi-syllabic terms reflects that. He is writing for fellow academics, and virtually no one else, but Mises is brilliant, a real genius, imo.
