Hey I emailed the illinois state police about window tint and they said as dark as you want (but) no tint on the door widnow at all.
So I would email iowa state police about the window tint for over there. I emailed iowa state police about neon lights though. Its a good idea to email them to see what is safe and whats not on how dark they can be and what windows can be tinted too. good luck
