Default 65 mustang cowl vent

I know that the cowl vent is every Mustang owners nightmare. I do not have the tools or skill to remove the cowl vent. I don't think mine is that bad but don't really want to find out!! Is there a way to remove the peeling paint through the vent on the hood and then spray paint the area under the vent?? I am sure most are going to tell me to drill out the 200 welds but that is beyond my abilities. HELP!!!! I am in Montana and we don't have a lot of shops that do body work on old cars----not worth their time.

The easiest way to see if there is trouble is pour some water in the cowl vent and see if you get water running into the interior around the heater (passenger side) or air vent on the driver side. If so, you might want to drop the vent and the heater and have a look up to see how bad the cowls are. If they are not too bad you could use the plastic inserts and chaulking for a temporary fix. If they are really bad and rotted you might have to bite the bullet and tackle the 200 spot welds.
