No you will be alright, if the car is over 10 years old its alright for it to have no cats, so it should pass inspection and all that good stuff. Im 90% sure bout that, ive heard that from my work. And im sure they came with cats fromt he factory.

Whether you need cats or not is dictated by your state laws.

In Texas it's anything 1984 or newer. In California it's 1976 and newer, not sure about the other 48 states.

By FEDERAL law, if your car came with them it's supposed to have them, but that's not very well enforced since they leave it to the states to set up their own inspection laws to enforce it.

In most states if it came with cats and they do emissions tests cats must be on and working. I said most states, check your local laws to be sure. Most post 1973 vehicles were cat equipped. If it says unleaded fuel only it was cat equipped.

"The biggest change in performance for the 1975 model year was the reintroduction of the V8 engine. The 5.0 liter V8 engine was not as powerful as previous engines because there were only two barrels in the carburetor not to mention a catalytic converter. These additions reduced the horsepower to 122, which was incredibly low for a V8 but really high for the second generation of Mustangs. Individuals who chose a V8 engine option did not have much of an option when it came to the transmission because only automatic transmissions were available in conjunction with the V8 engine. They also came with power brakes and power steering.

The standard four cylinder engine as well as the V6 also sported catalytic converters thanks to new federal regulations. This addition limited horsepower to a respective 83 and 97 on these engines. Fortunately the V8 engine was available as an option on all Mustang IIs in 1975." Quote from Mustang Forums - Enthusiast Forum for the Ford Mustang

Here in upstate NY there's two types of inspection stickers. The $21 safety and emission sticker is for 1996 and newer, where they need to plug the computer into your car and all that nonsense. The $10 safety sticker is for another older.
