The stall speed depends on a lot of variables like compression, head flow, intake flow, tire size, vehicle weight, intended use of the car, and most of all the cam. I'd suggest get all that info down and then call the converter manufacturer you're going to buy from and get a recommendation. Correct converter stall speed isn't so simple to figure out.
