Default Help!! Carb problem!!!

So... I put a 2 barrel carb into my 1978 v6 mustang II. Now, Im having trouble with it. When the engine is turned on, the Carb stays fully open (Choke wont close). I cupped my hand on the opening expecting the car to spudder then stall, but it didnt do anything at all!!! Do you think that my vacuum lines could be hooked up wrong? I cant figure it out!!
