On the 2.3L engine, the timing marks can be lined up this way:
First, re-install the timing cover (make sure to use all the bolts, and tighten securely even for this temporary install, as the timing pointer for the crank will not line up otherwise.) and rotate the crank back to TDC (will be marked on the crank pulley, just line it up with the pointer).
Next, remove the timing cover and take a close look at the cam gear, there is a tiny little dimple on the front side of the gear on one of the teeth, rotate the cam until that little dimple lines up with the pointer that aims at the cam gear.
Lastly, turn the auxillary shaft pulley until your rotor points to #1's terminal while the timing belt is still off.
Now re-install the timing belt, be really careful not to let either the crank or cam pulleys turn while re-installing the belt as that will alter your cam timing, the auxillary shaft isn't as big of a concern because you can correct any variance there by setting your ignition timing after you're done (which you'll have to do anyway.)
