I hope Trip adds his 2 cents to this one, even though they are suffering a drought, the good o'l feds are diverting water down to Florida I believe to save some kind of a common clam from dying.

From what I know, the cost of supplies to build and maintain facilities like this has seen major increases. Metals are rapidly increasing. That is just gonna raise the product prices. Food, gas, metals, energy...

My electric company did the same thing in the early 80's. They had a big drive on saving energy. We did such a good job their revenues went down and they had to raise rates.
