WASHINGTON (Reuters) -- Senate Democrats called on President Bush Thursday to join their efforts to increase what they both now agree to be inadequate funding to protect against terrorist attacks on American soil.

The Democrats, who have long sought more funds, announced plans to introduce a bill seeking an additional $5 billion this fiscal year for police officers, firefighters and other so-called first responders, and asked Bush to help them get the measure through the Republican-led Congress.

President Clinton Tuesday signed the 2000 National Defense Authorization bill, which includes a 4.8 percent military pay raise and the creation of a new nuclear weapons agency in the Energy Department.

In addition to the 4.8 percent across-the-board military pay raise in 2000, annual pay raises thereafter will be set at one-half percent above the annual increases in the Employment Cost Index. Pay raises are currently set at 0.5 percent below those increases. The bill also restructures the military pay tables to give more money to mid-level officers and reforms military retirement.

"The excellence of our military is the direct product of the excellence of our men and women in uniform," President Clinton said at a signing ceremony at the Pentagon. "This bill invests in that excellence."

Clinton administration budget snubs social needs

The federal budget proposal released by the Clinton administration February 1 is a thoroughly business-oriented document that reserves virtually all new spending for the military, as well as reducing the federal debt and bolstering the Social Security and Medicare Trust funds, with little or nothing to meet a myriad of urgent social needs.

While Clinton mentioned a series of social problems in his State of the Union address, from crumbling schools to the tens of millions of Americans who are without access to healthcare, the budget submitted by the White House makes no serious attempt to address these issues. In a budget of over $1.7 trillion, there is less than 3 percent for increases in spending on social programs.

The lion's share of new spending, $112 billion over the next six years, goes to the military, including the biggest rise in military pay since the early years of the Reagan administration. The budget of 13 US intelligence agencies, including the CIA, rises to $29 billion. There are also billions more for domestic policing, some of the funds for local cops, the balance for federal "anti-terrorism" efforts.

Echoing Clinton's 1996 State of the Union speech in which he declared the end of "big government," the new budget proposal boasts that under its provisions, government spending would decline, as a proportion of the US economy, to its lowest level in 25 years, while the federal debt would be reduced to 7 percent of GDP by 2014, the smallest percentage in a century. In remarks made while releasing the budget, Clinton suggested that reducing the national debt was the principal goal of his administration.

But last week, Bush said he would not go to Congress seeking additional money for the Pentagon until a "top to bottom" review was completed.
Lieberman: 'significant flip-flop'

The Joint Chiefs are asking for between $5 and $7 billion in extra money now to pay for military exercises, flying hours and spare parts.

Sen. Joseph Lieberman, D-Connecticut, the former vice presidential candidate, said Bush appeared to be back-tracking on his campaign promises.

"It could well be the first significant flip-flop of the Bush administration," he told CBS's "Face the Nation."

But Bush aides said the president promised to make a full military review the first order of business if he made it to the Oval Office, and that he is just sticking with what he said he would do.

On Tuesday, Bush travels to Norfolk, Virginia to talk about "transforming" the military, and modernizing its weapons and missions.

Wednesday, he will be in Charleston, West Virginia, focusing on the role of reservists. Thursday, he heads to the State Department to highlight his commitment to pursue what he calls a "clear, consistent and decisive foreign policy."

The president rounds out the week with the first international trip of his presidency, a one-day visit to Mexico to meet with President Vicente Fox.

I think all we have to do is ignore posts of this nature and maybe people will get the hint that this is a "MUSTANG FORUM" and not a tool for the Democratic- bleeding liberal Party. I just can't beleive the waste of bandwidth used for this propaganda. Therefore I will no longer contribute to the nonsense of NON MUSTANG related Political Posts. I don't think it's a forum for Republican disinformation either. I post evidence, not rumor.

I do the same for all the posts. Just the facts, if you prefer to believe what everyone says, ignorance is bliss, and I wish I could be ignorant. Unfortunately, I have a compulsive need to check everything, c'est la vie.
