I hope you know the seller really well. There are alot of sneaky, greedy, thieving people out there.
I would never buy a vehicle when I couldn't hand over cash for keys in person. You know what they say, if it sounds too good to be true, it probably is.
Here are all of the red flags I see.
1) 03 Roush for $9800 - dirt cheap for that car
2) Seller moving overseas has to sell in a hurry.
3) Wire transfer - cash deal with little or no protection for the buyer
4) Will ship Thursday or Friday - How will you make sure he ships it after he gets your money, and before he takes off overseas?
I hope everything is legit for your sake, but I would be too suspicious to do this deal myself. I would have to fly/drive/hitchhike to see the car, meet the guy and get the title.
Now this really is getting fishy! I will never buy a car sight-unseen! There are just too many "red flags" on this deal. I hope it works out for you, but it's really not sounding like a smart idea.
congrats you just got scammed. First rule of thumb with that amount of cash is NEVER EVER do anything unless its on a site like ebay where they are legally bound to a contract. That way if he takes off out of the country you can contact the police with his/her info and have them either get the property promised or arrest the person for fraud. 2nd, NEVER EVER buy a car without test driving it and seeing it in person. For all you know the engine could be seized and you just bought $9800 worth of scrap metal.
an engine siezure is not equal to scrap metal. My second car needed an engine - bought it for 1700 dollars, replaced the engine and was offered $12,000 for it.
Drove it for 200,000 miles, and then had to sell it after a hit & run and a main bearing failure.

but it seems awfully fishy. I'd run the VIN and make sure the owner is who he says he is, and the insurance history.

roush_grl..... Don't do it, it's way way way too good to be true. If he is serious, FLY DOWN there to look at the car. I seriously think you being taken for a fool.
You can go to this site which is a Roush based site http://www.fnsweet.com/
they are experts with the Roush's... if it's real they can let you know. Also, if less that $10K that car can easily be sold for $20k it's too much of a Scam..
silverstang2k1 has a good idea. you can go to fnsweet.com and post on the forum. you may be lucky and have someone volunteer to go check the car out for you. they will know if it is a legit deal by showing up and when the guy realizes they know their stuff the truth will manifest itself quickly. they can report back to you on this car. I've seen this done for buyers from all over and asking people to check cars out.Even if it is just to see if it would be worth your time to get on a plane to check it out yourself.

Thats some good advice . I would not hand over any money for a car without seeing it in person and the title in my hand .
