The top will not go down and turn signals don't work? What is wrong and how can i fix it?

Hiya, welcome to the site. Sounds like both the top motor's taken a dump and the signal arm needs replacing. Both are very common problems.

Can you hear the hydraulic motor running when you push the up or down button on the top? If you can then I would check the hydraulic fluid level. As far as the signals not working I would check the flasher unit first and then the bulbs themselves before I replaced the signal arm.
