Default 1994 Mustang GT: Horn does not work. Troubleshoot?

I recently bought a 1994 Mustang GT. The horn did not work when I bought it.

Here is what I have done so far:

1. Ran run power directly to the horn and it worked.
2. Verified that the relay is working.

I thought the problem could be with the clock spring but the cruise control works and I don't have an airbag warning light which I thought I would get if the clock spring was bad.

What is left to check?

There should be a fuse either inside the engine bay or under the dash. How do you know the relay is working?

I did check the fuse and it was fine. For the relay, I noticed that the horn relay was the same part number as the fog lamp relay. The fog lamp relay worked so I tried it for the horn and the horn still did not work. I then put the horn relay in place of the fog lamp relay and the fog lamps still worked.

When you checked the horn with a hot wire, how did you get the horn to work with just a hot wire?

My car has two horns (high and low) attached to a bracket. I removed the horns w/ bracket because it was a pain trying to work with them while they were attached to the car.

I ran a hot wire from a jump box to the horn and used the screw on the bracket for the ground.

Could there be a problem inside the steering wheel that does not involve the coil spring?

i would check the clockspring. when you hit the horn will the relay click?
