Very common, I have yet to see a 1987-1993 that doesn't have that problem eventually. What's happening is the #12 wire behind the headlight switch is getting overheated by the amperage being pulled by the fogs and overloading the circuit. Eventually, your headlights will wink out on you because the switch will melt. What you can do is replace the switch, and as much of that wire (it's yellow I believe) with a larger size wire. If you see any blackened wires, that's the ones to replace. You can get the pigtail at your local Ford parts counter.
