Default brake question

I just put some new wheels on my pony and I noticed that when I spun the wheel I heard the sound of the what I want to say is the brake pad on the rotar, so I drew some squiggles on the rotar and spun the wheel and sure enough it was all either smudged out or erased. I think this means I got a problem, do you concure?

Can I fix this by myself or do I have to take it in?

BTW this was my two fronts.

well if the piston is dragging on the pads, and rotor, that probably means your caliper is hanging... now, you can rebuild them and around $8 a kit, or replace them at approx $15 a caliper, just from my parts experience.. havent actually priced them... I would change out calipers if you're sure thats the prob. Also, make sure the rotor is flush against the hub when you spin... it may trick you.

I must also mention that it could be the fault of a bad brake hose, but if it is doing the same thing on both wheels, I would say that probably isn't the problem.

Went to the dealer and they told me that is was normal.... Seems wierd to me but I'd hope that the dealer wouldn't lie to avoid fixing something.
