Power steering pump loud

Should the power steering pump be that loud on 90-93 5.0's? I mean it's loud even when i'm not turning the steering wheel.

And yes it is filled.

Is it rebuilt, original, new or remanufactured?

The pump should not be very loud at all. Most cheap rebuilds will make noise, a worn out pump will make noise, new or REMANUFATURED pumps are very quite

Is your fluid pink or brown, cause if its brown, get it flushed and u will notice a considerable decrease in sound.
