How much does one cost, and would I be able to control when the fan goes on and off, and also when the car goes into and out of open/closed loop?

They vary from dealer to dealer but you should be able to get one for about 350 - 375.

You can control every aspect of the engine:

Maf size, injector, cid, shift points and pressure on AODEs, fan temperatures, timing advance (full curves), TPs voltage, exhaust type, fuel curves, WOT operation, etc, etc.

how hard is it to make it do those things, do you need to know how to type in some code? If so is it easy to learn?
