Hey Oz, I work at a BMW dealer in parts and we offer both Xenon and halogen lighting systems on headlights, not foglights so maybe this doesn't apply BUT they are not interchangeable. The Xenon lghting system is completely different than any other lighting system out there. You need a control unit and an ignighter box as Xenon bulbs are a gas burning system. We have a lot of people who come in and want to change their headlamp systems to Xenon after they see them out on the road. The problem is the cost. To do the job would cost upwards of $1500 because you need new wire harness, headlamp assys, control unit and ignighter box plus labor. The bulbs alone are about $200 apiece.
I hope this helps cause I would hate for you to spend a lot of money and get stuck with something you can't use. On the other hand, maybe there's something out there for foglamps I don't know about and yes Xenon bulbs are WAY bright. They'll be brighter than your regular halogen headlamps.
