Question What are the odds this engine passes California Emissions?

I am looking into buying this car, but don't know if it will pass california emissions (ie won't be able to buy it):

91 MUSTANG LX NEW PRO 5.0 PAXTON SUPERCHARGED HD 5-SPEED 3:73 GEAR DYNO 400 RWHP E-303 CAM PRO TRIK HEADS COBRA INTAKE SYSTEM 35 LB.INJ 65 MM TH-BODY 75 MM MASS AIR 1"5/8 LARGE TUBE HEADERS FLOWMASTER DUEL CHAMBER MUFFLERS ALUM. DRIVE SHAFT HURST SHORT THROW SHIFTER 2"OIL & BOOST PRESSURE GAUGES STEEDA SPRINGS NEW BRAKES CENTER FORCE CLUTCH

Can a mustang with a supercharger and e-cam (plus more) pass emissions, or is that a dumb question?

to elaborate:

im unsure about CA, but i know hear in PA, the car has to pass a visual inspection before they even do a sniffer. if they look under the car and dont see cats, they wont even do the emissions test, theyll just send you (me) packin.
