Default blown fuse....any suggestions

I have a 1994 3.8, 6 valve mustang that keeps blowing the 20 amp engine and emissions control fuse every time I try to start the car. I was wondering if anyone could give me an idea as to why this is happening.

I can only guess:
A cable from the heated oxygen sensors shorts to the ground, or an other emission related part such as EGR solenoid.
you might want to take an voltage/ohm meter and check the resistance of al those parts. 0 ohms = electric shortcut = bad part.

Well actually, an ohmeter isnt't really the best choice for a short. The easiest way to check for a short to power is to insert a test light into the fuse's contacts, then start disconnecting connectors around the suspected area, once the test light turns off, you've found the spot in your circuit where the short is, repair, and re-test.
