When I step on the gas my car it makes a weasiling sound?

when i step on the gas in my car it makes a weasiling sound the more the rpm the more u can hear it i cleane the filter but the engine makes the sound even with out it some time not all the time but with the filter on it makes it more often i dont know what it its can someone help me

could be a vaccum leak or the PCV is not working or disconnected. The later is usually the case. You didnt mention model/year
