Inaccurate fuel gauge.
Check the number of gallons it takes when it starts running rough, and compare it to the total numberof gallons the tank holds.
The stock gauges are far from accurate.

You may just have some water in your tank. If so just put a bottle of rubbing alcohol in the gas tank at the next fill up..that will get rid of the water.

Sounds like crap in your tank... possibly rust. Its not small enough to get sucked up in the fuel lines, and the fuel pump screen is dirty, it will get sucked up when fuel is low and cause what you describe...
when you drop the tank, change the screen/filter/sock whatever you want to call it, and strain the rest of the gas that you pour out of there, and you never know what you find.

My Mustang does the same thing every time I let the gas get too low. Although I've never actually checked it out, I'm with Jarrett my gauge could be inaccurate and the car is running out of gas. I just fill it up and the car runs 100%. Everything on my car is original and works perfect. IMO thats the problem you have, IF it only does it all the time when your at 1/4 tank then I would say nothing else is faulty. Its' just too coincidental that it would do it when the gas gauge reads your low, and no other time.
