Default 2002 GT CAI, Oil needed?

I recently purchased a CAI and I opened the box and I didnt find any oils for the filter, and the filter came bone dry. Is it necessary to oil the filter? What oil should i use? I'm thinking about running down to the local farm and fleet and picking something up quick to fix this, so if there is any cheap stuff I can buy there that would be the easiest for me.

If it didn't come with any oil, it's probably a non-oiled filter. And if it is, do not put any on it.

Is there any special way you clean it or do i just wash it with water and mild dish soap?
