Default 1999 Mustang GT Convertible Horn Inoperative???

I need help, I just purchased a 1999 GT Convertible Automatic and the horn doesn't work, except with the panic button or when pressing the lock button twice on the key fob. I took the airbag off and couldn't see anything that looked out of line, and the fuse is also ok. Any help would be appreciated, I need to have the car inspected this week and it won't pass with the horn not working. Thanks.

Check out the ground wire and make sure it is grounded properly. Also look at all of the wires under the steering column they like to break because they are so tight.

where do I look for the wires that might be broken?? thanks.

U can get right under neigh the dash and look with a flashlight at the wires under the dash going into the steering wheel.
