Default 2002 Mustang V6 have 2 questions and a problem

First of all,
I'm looking to change the interior lights of my car from OEM green to blue. I found a conversion kit for the AC face, as well as the mach radio. I've also found tons of white & silver instrument cluster faces. My two questions are; Is there a charcoal/black cluster face with (el-glow?) to basically keep with the OEM look, but changing that light to blue. Also, how would I go about changing the color of the trac control, defrost buttons & the shifter.

Now, during my sub installation, I some how broke my rear drivers side seat belt. I pulled too much of it out, got it stuck on the rear seats which I had to completely remove to give the seat belt slack. Once the belt was free, it retracted and now it is stuck. Has anyone ever encountered this problem? Would I get screwed fixing it at the dealership, or would it be feasible to get a belt from the junkyard?
