Here's what you should look at:
Drain the oil and check if there are metal shavings, it is normal to find some amount of very very small metal particles, anything larger and there could be a wear problem.
GEARS: A little play when moving the pulley counter & clockwise, around .5mm-.8 would be considered normal, more play and maybe theres a bad gear.
BEARINGS: there should be almost no play if you push-pull the pulley.
Impeler: check for cracks and rubbing spots around it on the case.
Leaks: they do leak a bit sometimes, if not severe then it is ok to experience some.
SHAFT: spin it and see that the rotation of pulley and impeller are straight, shouldn't wobble.
It's probably not a good idea to buy one off of a random person when all you know about the condition of the blower is that it's a good deal.
