A 9 psi blower would help any motor no matter how much horsepower it makes because instead of it having to suck in that 430 hp engine it is force feeding it. But just because it says it makes 9 psi just means thats how much it makes on that particular motor. If you put that supercharger on a motor that moves more air naturally aspirated, it will not make that much boost, but it will still help it.
FYI, boost is nothing more than a measurement of backpressure in the intake manifold. Lets say you have a completely stock 5.0. Add a kit and now it makes 9 psi. Then, swap on some better h/c/i package, and the boost will drop a little bit but make alot more power. Thats becuase the backpressure is not as high, meaning more air is now entering the engine, instead of backing up in the intake.
