Default 2008 Mustang GT power upgrade

I am looking to get the max benefit from my 4.6l 3 valve 2008 without going super charger. I am getting ready to upgrade to CAI, 70mm throttle body, performance chip and exhaust system upgrade but I feel like I am missing something when I am told maybe I might get 25-40 HP gains. Is there anything I am missing that can boost the 4.6l and provide me the max efficiency without going to a super charger?

First things first:Screw messing with the TB the slightly bigger ones and the spacers don't do anything. If you're looking to make high N/A power, a GT500 TB would be something to look at, but only after you got some upgrades, it is 200% useless until you're running on a F/I system
The CAI/performance chip( I assume that's a programmer) will yield ~20 at the wheels, if you're going full exhaust then maybe ~30, otherwise I think you're probably talking about an axle-back.
Now then:
Since you're in the power adders, and don't want F/I, you could always run nitrous?
cams, UDP, charge-motion plates, maybe a set of long tubes and a midpipe, port n polish the heads, or maybe a stroker set-up(Probably a little above what you're looking at doing)
Throw cams in with a decent tune and you can see ~300 at the wheels (with supporting mods ofcourse)
