Question Maf Question

I've got my new intake pipe ordered and i had a few questions.
1. What's the best way to cut the hole through my fenderwell, holesaw or jig saw
2. Doesn't having the maf sensor located in the fenderwell cause problems. Such as it maybe getting wet on rainy days.

Why do you need to cut a hole in anything ? And I dont think moving the maf into the fenderwell will really do much if anything .

the power pipe exits the fenderwell to draw in cool air instead of hot engine bay air
