Default TPS voltage problems

I have a supercharged 93 gt in which I just installed 42lb injectors and a 255 high pressure walbro fuel pump. Ever since my car runs pig rich and my TPS sensor doesn't want to go lower than 2.60. I even bought a new TPS ans the same reading showed up. Any ideals why this is happening is the new 42's causing this or should a chip be burned to fix my running rich problems. My car barely stays on and you smell nothing but fuel.

Is the throttle blade fully closed?

You might need to adjust the TB screw out until it no longer touches the throttle plate stop. Insert a 0.010 feeler gauge between the screw and the stop and turn the screw until it touches the feeler gauge. Then turn the screw another 1.5 turns. Then adjust the TPS

don't forget to check the continuity of your meter leads. if your leads don't have low resistance, it could give you a bad reading. I'm not saying that's your problem but it's something many people overlook when checking stuff with a multimeter
