Bumpsteer is when your car wants to steer when you are on an uneven road.

There are several causes:

improper wheel alignment
Car was lowered and that changed the relation of the steering vs the spindle. (has to be parallel)
Wide tires also increase bumpsteer

Yes, wants to steer on its own, and happens mostly over bumps or imperfections on the road

A bumpsteer kit is nothing but a longer tie rod end that makes the steering shafts align parallel to the A arms.

is the install as simple as pop it up, bolt it in, lower the car and go or will there be many a nut and bolt to play with and an alignment needed after?

To correct bumpster on my 89 I had to change the bushings that are in the steering rack. The new bushings are off set about a inch.

I don't know about changing the tie-rods.

My stang is lowered about 3 inches in the front...

You need a tie-rod end puller, its nothing fancy, its a fork shaped tool.
You can always tap out the old tie rod with a mallet and then drive in the new using a nut and some spacers.

I had a serious case of "bump steer" on my '96 and thought maybe it was an inherent problem with the design. I was trying to decide about springs/shocks, etc. but decided to get the alighnment checked first. Turns out the right front wheel didn't have enough pos camber. Caster was OK. Got it set up right-no more bump steer! I do have 255/45x17's and that may contribute to the problem but I'm real happy with it now. Much more comfortable with it at high speed too.
