Black88coupe, yep, you figured it out. TA must be Torque Arm, and PHB must be Panhard Bar. I hadn't seen those abbreviations either, but since I helped a budy put them on his car, I understand all to well about the need to get the muff/exhaust adjusted to create clearance for the nice MM (Maximum Motorsports) gear.

For rims and tires, it is hard to beat the deals AFS in Canoga Park, CA posts on ebay... you can buy through an auction or directly, but they run so many auctions that you might get lucky and find one that goes below the buy now price. My friend got a set of Chrome Cobra R rims with Kumho Ecsta 712 Z rated tires for the price of just the tires if purchased retail. Those are good, safe Z rate street tires, but not as sticky for the track as you may want. Will probably last 25-30K with proper care.
If you decide not to go that route, tires depends on how much you have to spend, how long you need them to last, and how hard you want to corner in the dry vs the wet. For example, if you are going to get into autocrossing, and want to drive and autocross with some competitiveness on the same tires, the best tire for that is the Falken Azenis. It happens to be relatively inexpensive, but the wear rating is just barely enough on the street. You will probably get about 10K miles out of a set, maybe less, but you will enjoy every minute the car is turning. I would definitely choose a 17x9 set of rims, and go with 275/40/ZR17 tires so you can at least rotate front to back, might get 15K or more out of a set of sticky tires like those if you rotate front to back every 2-3K (with oil changes), and have then remounted side to side at least once, mid-life. You will see many of the top street tire class autocrossers using those tires these days, and the hardcore folks can't make themselves take them off and save them for the track, so they just drive them all the time and enjoy them!
Much more info to share, just keep posting questions... btw, since you live in IN, and Tirerack is located there but doesn't stock Falken, if you decide to stick with TR, I suggest either the Kumho MX as a less expensive alternate to the very nice BFGs, or the Yokohama ES100 if you want a little more life, all around balanced performance/comfort and value. Don't forget that a good alignment is needed with any new set of tires, a bumpsteer kit is needed with lowering springs, and an extra aggressive alignment is needed to be competitive in autocross but will kill your tire life.
