When it comes to brakes, inexpensive and good will not ever show up in the same sentenance. I would highly recommend you spend as much as you can on brakes. I have done some track days and work on the safety crew and can attest to the fact, cheap brakes even mostly priced brakes can lead to problems. I would rather folks use marginal tires (but safe for the speeds) and spend all the money on brakes.
Since you stated you are planning on running the car on the track only, get a set of racing pads. EBC "Blue stuff" is a good choice for track use, they don't however work well on the street. They are most ineffective when cold, and will lead to excessive rotor wear if used on the street.
For wheels and rubber, check tirerack. They have some cheap rims that should work ok. For tires, I suggest a good DOT street tire (BF goodrich TA's, or Kumho ECSTA's), stay away from the DOT race rubber in the beginning. DOT race rubber hides mistakes you may make while learning and are designed to stick well. The problem is, when they let go, they let go fast!
