Bedliner is not that good as an insulater or rust preventative. It's good at preventing dents, and keeps thing from sliding around. It works well under the car and in the wheel wells to eliminate rock dings and to keep that rock/sand noise under control.
For rust treatment and prevention, use POR-15. POR stands for Paint Over Rust. Clean off the metal as best you can, then apply the POR-15. After it dries, it forms a very tough surface that is pretty good about preventing more rust. But it has to be top coated with something.
For noise and heat, use lizard skin. It's a brush/spray on ceramic coating. It's about the same or a little cheaper than things like dynamat; but it works a lot better. You'll need about 3-4 heavy coats for good control, so it will take a 4-5 days to get it where you want it to be.
