Getting the pieces out is easy. I used the How-To on Mustangworld as a reference. Just use a cloth over a screwdriver and be gentle, but there are torx screws on the guage dash. The paint smell disapates after a day or two.
I sanded the hell out the pieces before I started priming them to make sure they were smooth as the body panels on the outside. I used two coats of primer, sanding each coat with a very fine grit. Then two coats of base paint, then two coats of clear coat. And you have to let it dry overnight before you can handle without scratching the paint. I had to redo my guage dash because the paint wasn't mixed well enough (more shaking of the can)and gave me dark spots, but that's the hard part of painting with metallic paints. After they dry, you can sand down any bumps with a very, very fine grit sand paper. Then, and here's the secret trick, wax them just like you would your exterior. It makes them slick and gets rid of the stickiness you are talking about. Afterwards, you would sware they were pieces of sheet metal just like the exterior body panels.
Plus, make sure to use body compound on the door panels right around the point where the plastic was injected into the molds. It's hard to see when they are black plastic, but once you paint them without covering that part, you can see the swirlling clear as day. I've attached some more pictures to show what I'm talking about.
