Is there any way to get rid of rust through welding in new metal pieces?

I have some rust working in on the rear left fenderwell. Advice would help. My dad thinks I should just sell the automobile.

Yes, you can do that, but it is also a good safety measure to apply some rust inhibitor. Check with paint suppliers.
