Default Underside rust, whats the best course of action?

I have a bit of rust that is clearly visible when you're looking underneath the car.
Its not in any vital areas, but i already had to patch one spot in the floorpan.
Whats the best way to deter this rust from getting any worse, and to basically fix it??
Simply grinding it down, or maybe some sort of chemical??

I would tend to use some sort of blasting media. Sand blasting is just to abrasive to perform. I have heard of palastic media or even walnut shellls work well.

also, use POR 15 on the areas that you clean

you could sandblast it, but it makes a mess. I build custom hot rods and all the cars that come through our shop get the same work over. Scrub the rusted areas with a wire brush, then, go out to a tractor supply store or somethin of the sort and buy yourself some tractor enamel. Yeah, sounds funny, but it works the best. We've used everything and have found that this stuff works the best. You have to grind it off if you want it off. It won't even burn off when we weld near it.

I use POR-15. Can't get enough of that stuff, Hardens like Rock!
