Where should I go to get my intake manifold cleaned off or painted? It's on a 1996 V6.

If you can find a place that can powdercoat, they will clean and powder coat your manifolds. Powder coating will last alot longer than regular paint and is available in wide selection of colors. Aluminum is hard surface for paint to stick to, especially if not all of oil residue is removed from the pores of the aluminum.
