Try a used hub cap/wheel shop, around here they do complete refurbishing. If they don't do it, they shoudl be able to point you in the right direction. Just a guess, but I'd figure $200+...

Will the center caps being plastic pose any kind of a problem?

It's pretty expensive. They have to media blast down to bare metal, plate it with nickle, then apply the chrome plating. Here's a place in Kensington, MD that could answer your questions.
